Letter Addressed to the PGM Coimbatore for consideration in the Transfer Committee Meeting,
Views of NFTE-BSNL Coimbaotre District union regarding Rotational Transfers to be implemented in our Coimbatore SSA.
1. The rotation transfer in respect of Telecom Technician cadre is implemented from the year 2010. At that time there was heavy waiting list for transfer to Coimbatore and shortage of staff in Tiruppur and Palladam areas. Hence long standing officials from Coimbatore, Pollachi, Udumalpet were transferred and
were re- transferred after two years and next batch would be transferred.
In 2016, 23 TTs from Coimbatore, 3 TTs from Pollachi and 4 TTs from udumalpet and One TT from Anamalai were transfrred in the interest service.
2. Now the situation is entirely different and opposite. Due to heavy retirements and unexpected deaths there is heavy shortage of staff in Coimbatore Urban area. For example in Arasur and Sanganoor exchanges no TT is available. In Ramnagar Telephone Exchange no TT is available in Indoor area. There is heavy shortage of TTs in External sections in High Revenue earning areas like Main Telephone Exchange, Thudialur, Peelamedu, Chinniampalayam, Saibaba Colony, Ganapathy areas. Hence it would be not only in the interest of staff welfare but also an action of economic prudence to post officials who have completed two years of stay in the Rural areas in the above referred High revenue earning areas in the changed situation.
3. Posting of TTs to rurual areas which are not at all earning revenue even to the extent of the pay of the TT posted there is to be avoided. Instead, the alternate system of manning such unproductive exchanges may be followed as has been experimentally introduced in two rural exchanges in Pollachi SDCA .
4. Officials transferred to Rural and Tenure stations are willing to forgo
transfer benefits in lieu of reducing the period of stay as one year.
This arrangement will save the unnecessary expenditure for our organisation
in this period of shortage of revenue.
5. Transfers in the cadre of Sr.TOA within the same station may be restricted to the extent of pending request transfers from where officials could not be transferred without substitutes .Officials with only 2 years of service may be exempted from Building to Building transfers.
